The other thread with this issue was locked so I opened a new one.
I noticed some freezing due to Quark on my custom Modpack so I decided to test it out myself with only Quark.
[20:47:08] [Server thread/WARN]: Quark loaded a new chunk [17, 71] in dimension 0 (overworld) while populating chunk [19, 70], causing cascading worldgen lag.

even with the recommended version of Forge this issue persists:

@Vazkii having the same issue on 1.12 and I doubt that's on the user's end.
Took me some time to figure out why everything is going down to hell when someone is flying around on my server and finally found https://www.reddit.com/r/feedthebeast/comments/5x0twz/investigating_extreme_worldgen_lag/
Which lead me to this ticket containing the same warnings I get in my console. Not just a "few". I'm getting a lot from Quark.
Edit:
Forgot to mention that I'm running the server on an i7 6700k and the whole Minecraft instance in a Ram disk. "Power" is definitely not an issue.
I can confirm this to. With no other mods besides the ones required for Quark, I'm getting the same issue. Although, unlike the post above, I'm only getting this issue with Quark. I Hope this can be fixed soon.
Same here, @recon88. Got the same bunch, not just from Quark, but other mods. I'm thinking something with Quark, Primal, LLibrary, and Mowzie's Mobs causes some sort of problem. At least in my experience with those mods together.

Considering this is 2 years old and still hasn't been fixed, I seriously doubt it will ever be fixed. But yes, I am experiencing this as well. I'm guessing the only way to fix it would be disabling world gen features. :(
