Tank near bedrock keeps randomly breaking with block updates

Description of the Bug
I've got a 9x9x6 steel tank, supposed to be holding water. However, it just randomly decompiles itself with a block update, and won't recompile itself until another random block update - even invalid things such as neighbouring tank blocks. It's hard to explain, so example:
The setup is using some Applied Energistics export busses with water as input on top (as well as one Mekanism pipe also providing water), and Mekanism ultimate pipes for output on the bottom. The AE2 busses need redstone control so I can turn them on/off as needed - but the redstone updates are triggering the bug. The tank has nothing touching it on any side other than the inputs/outputs, some redstone (and more red alloy cables), and some deepslate and bedrock along the base.
Other tanks have been working fine - this is the first one I've had this problem with. It's also the only 9x9 tank, and the only tank directly placed on the top level of bedrock. Not sure if either of those factors are contributing.
When the tank decompiles, it also loses all stored fluid.

Build a 9x9x6 steel tank at the base of the world. Beyond that, unknown.
Expected behavior
Tanks should work without decompiling or losing their contents.

I will tack onto this that I have found standing near my tank at certain positions also breaks the multiblock. Possibly some kind of positional error??? I have noted that it's only when I am close to the bottom northwest corner that the multiblock instantly breaks. Moving away allows the multiblock to reform.
My tank setup is a 7x7x7. and my version is 1.20.1 v1.1.1
