Locking Track Doesn't Stop the Same Train Again

Description of the Bug
Basically something like the track layout in the attached video: a loop track, the rail block under the first locomotive is a locking track tuned to basically any "train" mode like Train Boarding, etc..
First time, it works fine and let the train stop. But after I flip the lever and train starts moving, I closed the lever again, but when the train loop back it does not stop.
Changing the track to any other mode seems to "reset" this behavior. Is this intentional? Or probably a bug?

To Reproduce
- Construct a looping rail with electric rail, place a locking track on one block, and a lever next to it
- Tune the locking track to Train Boarding mode
- Place done some locomotives and carts and link them, and place down sufficient power
- Start the train, initially the train should stop on the track. Then, flip the lever, after the train passes close the lever again
- The train will not stop when it reach the locking track on a second time
Expected behavior
The train should stop each time it encounters the closed locking track (at least, that is the behavior in the original 1.12.2 version)
