Throttle Track Arrows are only correct in South and West directions

Description of the Bug
Train will get reversed even though arrows point in the same direction the train is traveling if the train is traveling North or East

To Reproduce
Place locomotive on track facing east or north and place a throttle track with arrows facing same direction. Select a speed in locomotive's GUI that is different from the speed set on the throttle track. When locomotive passes over the throttle track, its direction will be reversed.
