Cart Dispenser facing up under a rail only works once

Description of the Bug
When a Cart Dispenser is facing up, and there is a rail on top, it doesnt work after the first use.
If you place a Cart Dispenser facing up, under a rail, and try to use it to either place or retrieve a cart it only works once. After the first attempt of using it (by powering it with redstone) it stops working and just does nothing.
Replacing the rail makes it work again, but also only once.

To Reproduce
- place Cart Dispenser facing up
- place track on top
- place 2 (or more) minecarts inside
- power Cart Dispenser with redstone (pulse)
- -it works-
- remove the placed cart
- power Cart Dispener again (pulse)
- -it stopped working-
Expected behavior
The Cart Dispenser should consistently place or retrieve carts when powered, even after multiple uses.
