Steel Ingots in useAltRecipes-variant recipes not using Ore Dictionary

When recipes.railcraft.track.useAltRecipes is set to true, and another mod provides a Steel Ingot item, only Railcraft Steel Ingots will work for the alt track recipes.
This differs from the other recipes such as rebar, reinforced crowbar, bore heads, etc.
A workaround is to convert the non-Railcraft Steel Ingot into Steel Nuggets, which in turn convert to Railcraft Steel Ingots.
Examples of another mod that provides a Steel Ingot would be Atomic Science or any other Basic Components-based mod.
