I confirm that block prevents nether portal ignition and also ground/netherack ignition at all. I know that it was already has been discussed here #103 but suggest that this weird behavior block should not enabled by default.
Also I don't approve player tracking (on my vanilla server without region protection) when almost nobody noticed about it.

Of course, I changed I:block.hidden=0.
