Add a configuration entry to disable steam boiler explosions.

My plan to remove the explosions by default, and instead have them vent copious amounts of Steam blocks into the world around them.

And make Steam hurt.

think we want the option for a blown safety valve? ie; the boiler 'breaks' and needs either interaction with a tool or break-replace to continue working again.

Or simply disable the explosion event and let the boiler just work normally, without going above its max temp nor stop consuming fuel?
