A tool, much like the rail building tool in OpenTTD, etc. that allows you to lay rails faster than vanilla's block place limit, and it can lay over hills and diagonals.

It should be creative exclusive (or configurable for survival?)

There was talk once of adding markers like Buildcraft's marker system to lay out paths for the Track Layer to follow.
