Description of the Bug
If a cart enters a Token Signal protected area, and is then removed from the line, then the signals all stay red forever (unless manually all disconnected/reconnected. There should be a way to manually reset them all to green in this situation (with the player taking on any risk).

To Reproduce
Set up token signal protected area.
Let cart enter area, then remove cart before it leaves.
Token signals stay red forever.

Expected behavior
Some kind of way to use a Signal Surveyor (or something else!) to reset all the connected token signals back to green.
