Description of the Bug
Currently snow can spawn on the fences, which is not coherent with the vanilla fences. Also it looks pretty ugly.

To Reproduce

1. Go into a snow biome
2. Place Railcraft fences
3. Set weather to raining / snowing
4. Wait until snow spawns ontop of the fence

Expected behavior
Snow shouldn't spawn.
