Duplication bug for routing tables when converting to blank routing table

Description of the Bug
When converting a routing table from one with data to a blank, stackable routing table, if there are multiple blank routing tables in the crafting table, shift-clicking on the output creates roughly double the blank routing tables.
To Reproduce
- Create a routing table with some information (i.e., make it so it can't be stacked with blank routing tables).
- Place more than one blank routing tables in the top left-most square.
- Place the non-blank routing table in the top middle square.
- Shift-click (to produce ALL) on the output.
- Observe the count of routing tables.
Expected behavior
It should not produce more than the non-blank quantity. Although non-blank routing tables can stack with identical (i believe) non-blank routing tables, it should be consuming a non-blank routing table when it creates one blank routing table.
