Delayed locking track has wrong name in interface

Description of the Bug

Interface title is displayed as tile.railcraft.track_outfitted.<railtype>.railcraft_delayed

To Reproduce

  1. Place a track (any type)
  2. Open using crowbar
  3. Look at interface title
