If locomotive running at max speed it doesn't slow down when passing unactivated booster tracks

To Reproduce
Make Perpetuum Locomotive go on this track at max speed:

speed increases even more when going on activated booster track but doesnt slow down on unactivated ones (and explodes at end)

Railcraft for 1.12.2

I think this might be working as intended. You're supposed to use Transition Tracks for this kind of thing.

I'll have to look at the code.

If locomotive is going at non-full speed it cannot be boosted by tracks
