Iron tanks voiding fluids when full

Description of the Bug
An iron thank (3x3x4) kept accepting fluid (BC oil) when it was already full at a very low rate, Voiding it. the pipe (regardless of the mod as i tried with a Galacticraft pipe, and then replaced it for a BC one thinking it was a pipe problem) was attached to a valve on the second layer from bottom to top facing East.
Railcraft version 12 for MC 1.12.2
