A quick addendum: Adding Just Enough Resources at least partially reintroduces this bug; I couldn't get the rolling machine recipes for the charge wire coils to show up until I removed JER.

RC's JEI integration implemented onRuntimeAvailable, which caused all RC categories disappeared in my modpack
I still can't find the exact mod combination triggering this, but changing onRuntimeAvailable to an empty method worked
