Description of the Bug
Low pressure boiler producing steam but there is no way to get it. I waited until internal storage was full and temperature was max but there is no effect. I tried to place turbine near the boiler and tried to get steam via buildcraft fluid pipes.

To Reproduce

1. create boiler of any size and fill it with water and fuel
2. place any steam consumer near the boiler
3. see that there is no steam output
