Delayed locking track GUI doesn't open

Description of the Bug
The GUI for delayed locking track doesn't open when clicking with crowbar in 12.1.0-beta-8
To Reproduce
- Place delayed locking track
- Right-click with crowbar
Expected behavior
I expected the GUI to set delay time to show up, instead it behaved like a normal locking track
