Even set to Manual, to never emit redstone, both item loaders and advanced item loaders constantly emit redstone. In fact, item loaders are always emitting redstone for me regardless of what setting they are in: Manual, Partial, Complete, Immediate, they will emit redstone if a cart is present. The cart can be empty or full or partially full, does not matter.
