Description of the Bug
Item loader over chest cart on normal track. Trying to load the cart until it is full and then use a redstone output from the item loader to unlock a holding track. The item loader will always emit redstone when a cart is present and it is set to All - Complete. The cart can be full, empty, or inbetween. The item loader has nothing in its filter slots or in its cart slots.

To Reproduce

1. Put chest cart under item loader
2. Configure item loader to "all" and "complete"
3. Feed item loader with items from BC pipes
4. Observe redstone output from item loader

Expected behavior
The item loader should not emit redstone when the cart is being filled, as there is still space for incoming items. Once the cart is full, the loader should see this and emit redstone, as its redstone setting is "complete."
