Providing MJ to my machines using Redstone Batteries from Thermal Expansion, when connected to one of the batteries, the energy bar on the Rolling Machine fills up as expected, but even with the bar full, it continues to draw 1 MJ from the battery approx every other second with no work being done. Connected via conduit from TE as well. All other machines seem to be just fine... is only the Rolling Machine with this oddness.

Wasn't 100% sure if this was an intentional thing, or not.

If its not intentional, it should be. BC engines tend to blow conductive pipe if suddenly nothing is drawing, but having a tiny amount of draw stops this from happening. It's not a BC bug.
