[1.7.10]H.S. Booster Track issue

I did just discover that H.S. Booster Tracks does boost when turned off.
This issue is both client, and serverside.

Railcraft version: 9.2.2.0
Minecraft Forge version: 10.13.0.1208

These rails will boost the cart to high speed when powered or slow them to and maintain normal minecart speed if they are not.
