I discovered that when you use the Architect table to make a Blueprint of a Tank with something in it and build another tank using the Blueprint, the tank have the same liquid and value from the time the Blueprint was made.
Means: full tank of fuel -> Blueprint -> new tank build with this Blueprint is also full of fuel.
