Today I updated thermal expansion to 2.1.7

Befora that I had a good solution to use railcraft steam engines to produce energi to redstone energy cell, but after the update Im not sure it is TE bug or railcraft, but the engines blowing up they cant add energi to redstone energi cell, I tried out eith boudlcraft conductive pipe and there is working properly, so the redstone energy conduits doesnt accepting the energi from steam engines, if it is railcraft side problem then I am sorry I will post this bug there too. Im using minecraft 1.4.6 forge 489

Not my problem. I suspect that the maxReceive value is too low on the Cell.
