[Suggestion] RF carts

A suggestion to add RF carts. This is because I notice most mod packs that are lighter don't use IC2 and it would be cool.

This could be an add-on mod but having it in the main part of railcraft to basically be the same thing as the IC2 part of railcraft

With the latest release you can power electric locomotives with RF.

No no no... This adds Thermal expansion's energy cells as carts and act just like there ic2 equivalents
