Loco can't load steam

Make it use steam directly, use liquid loader. More, you can make loco get steam from carts. And to develop the compatibility between steam and ic2steam.
There is absolutely no advantage to doing that when it already has an on-board boiler.
Especially considering how you'd need to refill it every 10 blocks at the rate steam is consumed.
It's much more efficient to supply water and fuel.
If you want a locomotive that uses energy produced at a power plant use the electric locomotive.

The locomotive wouldn't be able to carry enough steam to get anywhere. Not even if it carried tank carts with steam with it. The energy density of steam is too low.
Um... Now I think CovertJaguar had better make a brewing-stand cart before making steam-boiler cart. It seems to be impossible now. There's no cart can do works that TileEntities do.
