[10.0.0-beta-2] Admin Charge Feeder Unit cannot charge electric rail after the world is re-opened.

When Admin Charge Feeder Unit was powered by Redstone, it will charge the electric rail as INF c, but when I save this world, exit to title and turn back to this saved world, it will not charge the electric rail.
(Use Charge Meter to check)
