I didn't tried in singleplayer but on my server I tried different tricks with the shield and I couldn't make it work, even with debug. I tried in mainhand, offhand, with and without other cads in my inventory. Maybe I'm just dumb but I think there's a bug there.

Can confirm, simple debug trick does not work, as well as the others.
