For server owners, it would be helpful to be able to change the chunk loading behavior of Ender Anchors when a player if offline. Simply being able to disable offline chunk loading would be quite helpful. The ability to specify how long they continue to load chunks after a player is offline would be a nice bonus, but not as important.

Using another mod to disable the Ender Anchor is theoretically possible, of course, but for those of us who don't want to impose that restriction and/or don't want to install another mod just to disable a single block, the ability to disable chunkloading when a player is offline would be quite useful.
