[1.10.2-3.7.7] Item collectors cause massive lag spikes when their output container is full

I've had to have discussions with multiple players because they use item collectors to pick up entities that are being spit out in great quantities (via chickens or farms or what have you), because when the container that the collector is filling gets full, the item collector starts using massive amounts of resources trying to figure out what to do with the (usually hundreds of) entities on the ground.
While I agree that these players should be spending more time monitoring their collection chests, and making sure there is space available, I feel that the collector itself shouldn't be causing server lag spikes when it doesn't have anywhere to put things. All players on the server are feeling the effects of these spikes, while I'm left trying to help the offenders improve their setups.
