Rain shield does not prevent snow on top of blocks

Ice plains biome: Blocks with a clear line to the sky will randomly have snow on them although it does not snow because the rain shield is active.

Is this a bug or a feature?

MC 1.12.2, Forge 14.23.1.2556, RT 4.0.8, SSP
