Blocks mined at edge of spectral tool range harvest only on client, creating ghost blocks

When I harvest blocks at the very edge of the range of spectral tools, they are destroyed but I do not get the loot.

Tested on RandomThings-MC1.12.2-4.0.8.jar and reproduced with latest code from git at time of writing.

Updated the title after more experimenting. This is true even on singleplayer... for some reason the integrated server still doesn't agree with the integrated client on distance.
