RandomPatches fabric crashes on 1.16.5 startup

Like many fabric mods, RandomPatches needs updated for the surprise 1.16.5 release.

This is a simple fix. The fabric.mod.json does not yet specify 1.16.5 so it needs to add it in order to keep from fabric from crashing the game because it was told to.

I guessed as much but since MicroJang basically implied there are significant security issues in 1.16.4 I figured I should nudge the mod makers whose mods are basically required for our servers so we can upgrade ASAP. Thanks for the quick response!
