In the config file, even if the value of probabilityOfRareIce is set to 1, which seems to be the lowest setting as any lower setting (ie. 0.2) automatically changes to higher, the "rare ice" is still quite common. I believe the config should allow for even less probability of the block appearing. I suggest either of these ways:
a) By allowing numbers like 0.2
b) By keeping 1 as the lowest value, but that meaning much less probability
