Make it possible for pack devs to add new Powers

With data driven registry features in 1.20 it might be possible or even easy to make a JSON format for Powers and allow pack makers to add their own. Otherwise, I could expose an API that adds them
The most recent version includes changes that makes it ostensibly possible to add new Powers in an add-on mod, so I'll consider this done for now. When I finally write the wiki an example should be put there somewhere,
