Can I drop my ore veins config into the the global_data_pack folder and use it like that?

I am not going to make an example data pack, no. The mod source on github already includes several testing examples if you want to look at them. I would reccomend looking to the Minecraft wiki for information on data packs as they are the ultimate source (which I thought I had linked through the readme but apparently not.)
