With "Enable Lush River Bank Surfaces in Hot Biomes"=false :

Steps to reproduce the issue: (If it's easily reproducible.)

1. Create a world using seed 6608421991865196083
2. TP to -455 86 -451
3. Observe RTG's lush surfacing interfering with Streams generation

i think this is where the problem is...

that should probably be checking for Materials.WATER since Streams uses custom water blocks
