Steps to reproduce the issue: (If it's easily reproducible.)

1.install the two mods mentioned,configs above
2.create a new rtg world
3.gamemode 3 and dive down

defeatedcrow said turn his "config \ defeatedcrow \ climate \ core.cfg""Enable Water Caves" to "false".
And the thing is solved!(so why did I do that silly thing again...(:з)∠))
