River config options

Just a few config option requests from another issue:
- River frequency
- Average river width
- River curvature
From Zeno:
The current "width" parameter is 600. The smaller it is the wider the rivers. Put in a config for that and I'll use it. Or you could change it yourself in WorldChunkManager.getRiverStrength
The curvature is controlled by the jitter settings above. The "220" affects the amount of curve - in that case higher means more curve
