Multiblock Crafter is really slow

Version 1.19.2-5.0.3 I built a 9x9x7 exterior multiblock crafter with 49 storage blocks and 196 CPUs. Took a lot to get it to form. Once it did, the crafting speed way slower than it should be with that amount of material used. Is this intentional?
