Honestly, that looks like a Mojang problem... I'm pretty sure I'm allowed to pass mutable block positions for setBlock. Try reporting it to them.

Yes, that's Mojang not supporting older versions. I'd recommend trying to get to 1.11 either way - it's possible that the issue resolves itself there.
