The blocks in Bibliocraft are not being processed for inventory tag spawning, so they load with tags in them, unprocessed.
It would be really nice to have those blocks get processed even though they may not be standard inventories.
It's just a great mod to go with RC and it's a shame it doesn't work with it.

This is an issue with BiblioCraft itself. I've tested this with other storage containers (from Immersive Engineneering in this case), and they do work. The BiblioCraft author states he is currently updating to 1.13.x, so things might change. You should open an issue on their GitHub page I'd say.
