Resource packs using overlays in .mcmeta do not show up in menu

Minecraft: 1.21
Fabric Loader: 0.15.11-1.21
Fabric API: 0.100.7+1.21
Mod Version: 2.5.3+1.21

Resource packs that use overlays in the .mcmeta file don't appear in the resource pack gui
Tested both within and outside of a subfolder, didn't appear in both

Also experiencing this with the "Icons" RP since they do use overlays.
Any workarounds?
