I cannot connect any output node to any input node. This also occurs with gates. No other mods are being used besides CD4017BE_lib and RedstoneControl.

When connecting the trace to the Input Node, you missed the pin of the Input node by one Gridpoint:
The actual pin to connect to is on the very right side of that input Node but you clicked on the left side so it just continued laying trace anchor points behind it instead of connecting.

I should probably make the pin location more clear in the texture or let it be highlighted when hovered over ...
