Slightly odd that to turn off, the Power Limiter (PL) listens for the start of the redstone signal, while to turn back on, it listen for the end. May be intentional?

The redstone quirk has been fixed, the floating point is needed for some BC machines (some need 1.5 MJ/t e.g.)
