When I made a chest with the custom filter of "*" and put the chest on blacklist and put another chest next to it with a filter of "*" on whitelist along with a barrel for dirt and one for cobble it does not move the items out of the blacklisted chest to the whitelisted chest nor does it seem to properly move the items into the barrels, is this intended or have filters changed that this method no longer works?
