Desynced Creative Tabs don't get sent to client correctly

This was fixed for client to server in 1.0.4b, but the server to client version is not synced. When the server has a different amount of Creative Tabs then the client this will cause weird syncing issues in the filtering interface, as the index of the tab is sent from server to client.
