Cannot disable energy consumption in RS Controller after upgrading to 1.21.1

Describe the bug
The controller does not have an "energyUsage = 0" option. I'm only using RS as a large storage system and haven't installed any other mods that provide energy. In version 1.20.1, there was this configurable option to disable energy consumption, but after upgrading to 1.21.1, I can't find this option anymore.
How can we reproduce this bug or crash?
