Issue description: Mekanism Basic Universal Cable seems to stop transmitting power to my RS controller whenever I first open the save. This has been 100% reproducible for me -- as soon as I try to connect to it with my wireless crafting grid after opening the save, it reads no wireless transmitter in range, then when I go to check the controller, it is not powered. Does NOT happen period for me across a good 10-15 hours of play since this issue started mid session, only when initially loaded. I have not tested with other power cables. The conduit/controller connection is not on a chunk boundary. Picking up and replacing either the controller or the connecting piece of conduit either one will cause it to start receiving power again.

Steps to reproduce:

1. Just open the save and check the controller.

Version (make sure you are on the latest version before reporting):

• Forge: 14.23.0.2515
• Refined Storage: 1.5.21
• Reproduced in Modern Skyblock 2 installed through Twitch launcher, both versions 2.6.0.2 and 2.6.0.3
• foamfix anarchy edition is installed

I attached the save file. You'd have to open it in Modern Skyblock 2 2.6.0.3 for it to work, though.
