Issue description:

Regulator mode doesn't seem to work as it is supposed to do

What happens:

the chest doesnt get filled enough

What you expected to happen:

the chest to get filled as is set in the exportbus

Steps to reproduce:

1.set export bus to this:
2.make sure you have enough stuff
3.get this: while expecting 3 stacks of oak wood planks, 2 stacks of oakwood stairs, and 1 stack of oakwood
(yes i have more of those items in my refined systems)

Version (make sure you are on the latest version before reporting):

• Minecraft:1.12.2
• Forge:14.23.0.2531 (newer versions make the pack crash with a netty error)
• Refined Storage: 1.5.25
